PreferredBlue is a Highmark Blue Cross Blue Shield individual preferred-provider program and is available in 29 western Pennsylvania counties. PreferredBlue utilizes the Keystone Health Plan West network of physicians.

In this plan, each covered member has direct access to any network or out-of-network provider - including specialists. Care that is received from a network provider is paid at the higher level (after deductible). Care that is received from an out-of-network provider will be paid at a lower level (after deductible). No referrals are required for medical services. Although you are not required to select a Primary Care Physician (PCP), we do recommend that you choose a personal physician. This helps you establish an ongoing relationship based on knowledge and trust and keeps your care consistent.
